Ubuntu 12.10 upgrade & fresh install; no launcher or top bar

I first tried to upgrade from 12.04 to 12.10 and the installation went okay, but after rebooting and login, I could see my desktop wallpaper but there was no launcher or top bar. So, I decided to try a fresh install with a live CD, but this did not work either. I think it might have something to do with the graphics driver, but I'm not sure. The PC is a Gateway E4100.

Seems to use an Intel GPU. Have you tried the boot option:

nomodeset

I selected 'nomodeset' and installed again with no success.

Same problem here. Have tried CTRL-ALT-T to get terminal then sudo apt-get update and sudo apt-get upgrade - that works OK but doesn't bring up the launcher.

Seems like almost the same as my problem. I wonder if Question #212465 is about the same too?
Anyway I used this solution suggested by Warren Hill:

"Open a terminal (CTRL+ALT+T) and enter the following

sudo apt-get install gnome panel

Next time you boot up on the login screen next to the user name and just above the password box there is a circular icon. Click on it and this will list the available desktop environments select "Ubuntu Classic" and login. "

Works for me.
