Linux Mint is a separate operating system from Ubuntu, not an application that can be installed and run in an existing Ubuntu system.

If you want to switch from Ubuntu to Linux Mint, boot from the Linux Mint CD and install Linux Mint. Make sure to back up your important documents first, as you would do when performing any installation. I don't know if Linux Mint supports importing documents and settings from an Ubuntu system. That's a question you'd have to ask on a Linux Mint forum. However, even if it does, you'd likely get better results using the cleaner technique of erasing your Ubuntu system (i.e. deleting all the partitions associated with it) and replacing it with Linux Mint. You can probably do this during the Linux Mint installation process.
