I am trying to re-install ibuntu b/c my mic is unrecognisable. but i can not find the start menu, systems folder or any sort of administration folder...please help!!!

Why do you believe that reinstalling Ubuntu will make your microphone work? Did it work before, and then stop working?

A complete reinstallation of Ubuntu is accomplished by wiping your disk and installing Ubuntu the way you installed it initially (boot from the Ubuntu install CD, etc.). There is no administrative tool inside Ubuntu that reinstalls the system it runs inside. (That is also the case in every other operating system.)

If that does not answer your question, please provide more information about the difficulty you're experiencing.

Ubuntu doesn't have a Start Menu; only Windows has that. There are menus in your top panel, which perform similar functions to the Start Menu in Windows. You can administer your Ubuntu system with the applications and utilities present in System > Administration and System > Preferences. Systemwide settings are typically stored inside the /etc folder, but you should *not* attempt to modify them by hand unless you *really* know what you're doing.

This : System > Administration and System > Preferences, was nowhere to be
found on the top gray start up menu...It was very frustrating, i finally
figured out how to find what i was looking for, and re-installed it. The
real problem I am having is that when trying to use skype, i can hear and
see everyone, but no one can hear me, and I have tried 2 different mikes.
Someone said it had to do with pulse?? I don't know...someone else said they
re-installed an now it works fine. Any suggestions?

Since the problem you are having in Skype (which *might* have to do with pulseaudio) is a different topic, you will probably get better results if you open a new question for it. If someone glances at this question, they're not going to have any idea that you're having a problem with Skype.
