Can wubi be launched using a LANG that Windows doesn't ship in?

I provided a translation for wubi, but can it be launched using a LANG that Windows doesn't ship in, such as by setting a LANG environment variable before launching wubi?

If the answer is no, i think this should be supported, so that Windows doesn't limit the locales supported.

In particular, i'm interested in
LANG=crh
which works for gedit win32, but this doesn't appear to work for wubi for any language.

I actually posed this question based 8.10 installer, and the answer is 'No' for wubi 8.10.
However, the answer turned out to be 'Yes' for wubi 9.04 currently on 9.04-rc CD. Therefore, i'm closing this question (hopefully i didn't bother you too much).

P.S. I may find out for myself within a day or two, but I'd appreciate if you could say when stand-alone wubi installer will be available on wubi.sf.org, wubi-installer.org, etc.
