What's the license for web.py?

Google seems to indicate a Public domain license but I'm not able to verify. Even launchcode does not say.

What license does it have in jurisdictions where the Public Domain does not exist, or where authors are not legally allowed to release their work into the Public Domain prior to expiration of copyright?
