I was thinking about the possibility for any user in the system (not just root) to write upstart script and send custom events.

This is planned as far as I know. This could go with the timed events functionality to allow Upstart to replace cron.

There is no roadmap at this time, other than sometime between the 0.5 and 1.0 releases
