does reboot update wtmp?

does reboot command update wtmp record before actual reboot or shutdown?
"traditional" reboot command has "-w" switch which does exactly that. Looks like it does not and reboot's current behaviour causes problems for accounting utilities like sac which rely on information in wtmp file.
sac doesn't know if the system has been halted until you boot it up again, showing large time discrepancies.
Am I correct and should I fill a bug report/enhancement request?
