High Availability Clustering Aspirations?

Monitoring the state of services on one machine is one thing, but is Upstart intended to be developed to deal with running of redundant services across multiple hosts? Is some kind of marriage between Upstart and Linux-HA possible?

The idea is that HA would emit Upstart events that caused action to be taken.
