So Why don't let Chosse Xfce as Desktop Enviroment?
I Want to customize a Xubuntu Cd, must i don't select Gnome and Kde in uck to use Xfce?

AFAIK there are no separate language packs for XFCE. You should install Gnome language packs or none, depending if you have Gnome apps in Xubuntu image or not.
