What is u1sync for?

This should be an easy question.
I'm curious why u1sync exists. Is it to allow syncing folders that are outside a user's local Ubuntu One folder? If so, I'd think that would be a pretty big thing - myself and I'm sure many others would want to know that. It means we could use Ubuntu One without changing our directory structure.
The man page seems to indicate the above, but it is a little cryptic.
u1sync operates separately from the Ubuntu One synchronization daemon and shouldn't normally be used with
directories under "$HOME/Ubuntu One" (although --diff is always safe).
