'security issue' regarding installing softwares which are not in ubuntu pack eg handbrake

i am using ubuntu 9.10 (64)

i want to know whether it is safe to install any software which is not present in 'ubuntu software center'

i have been using ubuntu without any major problem since last 8month,

to be particular i can name 'handbrake'

also i want to know- how to back up data before upgrading to newer version of ubuntu.. cause i lost all data in home folder..

not to mention i m new to linux without any programming skill (well i m a future pharmacist)......

1) the off. ubuntu softwaresources are the achillesheel of ubuntu, imho. It is very safe using these repositories and i recommend using these sources. (100% safe)
2) there are softwarepackages via sourceforge which are not in the off. repositories. Ask people about it, mostly packages via sourceforge are "safe".
