Please tell in short which issue do you have...?

You need to boot from an Operative System so if you can't boot from it you cannot run it.

The only solution is to install a virtualization software for windows then create a virtual pc and then install Ubuntu into that virtual pc and then start that virtual pc with the installed Ubuntu.

If you have a "new" hard-drive configure it as the primary drive. (Move it to another SATA\IDE channel and configure your BIOS)
Now, if you are SURE the "new" drive is the primary drive, and the primary boot device, then you can install Ubuntu onto it.

During the install of Ubuntu grub (the bootloader), will autodetect your other harddrive (windows) and automatically add it to the grub boot list. So when you boot the computer after install you can choose if u want to start Ubuntu or Windows.
