Ubuntu 10.10 has left it's time of life. It is not supported anymore and all files have been removed from the download servers.
You will have to update to a newer version.
Ubuntu 13.04 is the most recent one. It is supported since October next year.
Ubuntu 12.04 is an LTS version (long term support) that will be supported until 2017.

The best way to update to newer version while skipping several releases is to backup all your files and make a new fresh installation.

Hello,

Ubuntu 10.10 has reached EOL (End Of Life). Please read the tables in following link about which versions of Ubuntu are currently supported. EOL means, No updates, No new packages, No support.
https://wiki.ubuntu.com/Releases

I would suggest to download and make a new installation of a supported version of Ubuntu.

The latest LTS release (LTS=Long Term Support) is 12.04 and can be found here
http://releases.ubuntu.com/precise/

PC (Intel x86) stands for 32bit
64-bit PC (AMD64) stands for 64bit

The latest non-LTS release (support for 9 months) can be found here
http://releases.ubuntu.com/raring/

Download, create a bootable USB-stick , then boot from there (from USB-stick) and install the newer Ubuntu version.
