The menu bar has moved from the top of screen to right without permission. How do i move it back.

I cant find the instructions to return the menu bar back to the top of the screen. How did it move in the first place.

right-click on the menu bar (out of any icon), then "properties"
there you can configure a lot of things, including the location

Do you mean the Menu Bar or the panel?

If the actual menu bar - where it has the Ubuntu icon, "Applications," "Places," & "System" - then right-click the menu bar, and un-check "Lock to Panel." After that, right-click the menu bar again, and select "Move." You can then position it in different positions on the panel and even move it across panels.

Note: If there are other items on the panel that are between the menu bar and the place you want to move it to, you might need to un-check the "Lock to Panel" option on these as well. Otherwise, the item you may not be able to move the menu bar across these items.

When you are done, you lock the back to the panel if you wish.
