Bug reporting and Gnome Help broken in Ubuntu 10.10

I performed clean test installations of 10.04LTS and 10.10 during the last 24 hours, and the Gnome Help 2.30.1 system is broken in both of them. If I enter a search term, when I click on a link in the results, nothing happens. If click on another link, Help crashes -- every time. In other words, searching for help in Gnome is useless, because the resulting links are unusable.

I then activated the "Report a problem ..." utility in the main menu (Applications/Other) in Ubuntu 10.10, but when I click on it nothing happens. I was trying to use it to report the crashes in Gnome Help 2.30.1, but not even the problem reporting system works in Ubuntu anymore. I tried running apport-gtk manually in a terminal window, but it doesn't appear to work either. Typing "apport" at the command line in a terminal window results in a "command not found" message. Typing "/usr/share/apport/apport-gtk" produces nothing at all except a half-second blip of activity in the System Monitor.

The Applications/Other/Report a problem .. menu item is broken for a while now and thus intentionally disabled (and probably won't be fixed). The 'apport' command indeed doesn't exist, it's 'ubuntu-bug' or 'apport-bug' (both do the same) - running apport-gtk without parameters will show crashes, if you have none, it does nothing.
