How can I submit a bug to launchpad via the web interface if ubuntu-bug is broken

Hi! I learned that launchpad changed it's way to add bugs. - While in most cases this is nice I would like to know how I can submit a bug if ubuntu-bug does not work (It does not work on Kubuntu Karmic KDE 4.4 RC2 in the moment).
Wouldn't it be very, very helpful do have a web interface for such cases?
