can't get xubuntu to install

I have a gateway computer with a pentium3 and windows 98 and I am trying to install xubuntu onto it and I have tried to download directly from the web and have burned a cd and tried to install that way. My computer seem to be having trouble opening it and keeps asking which program I want to use to open the intalation files which means I dont have the right program to open it I think?

Did you burn an ISO image ? Just downloading the .iso and burning it as an .iso to the cd will not work
