If you press ALT+F2 and run:

alacarte

Does it run and let you edit the menu?

it seams that what i want to do may not be possible . so how do i put icons on the desk top ? firefox, thunderbird ,mahjongg ,tali . then i can easy access to them and auto hide the top panel for the other things if i need them . ubuntu is my main os xubuntu is just to play with .
