How do you mean a "menu GUI"? Ubuntu server has no menu and no GUI. It's all command line.

If you have an Ubuntu server and want to have a graphical desktop environment, then you have to add the desktop functionality to the server. Installing the ubuntu-desktop package (and its dependencies) should do that (or edubuntu-desktop or kubuntu-desktop or lubuntu-desktop or xubuntu-desktop). You should be aware that adding all the desktop programs to a server adds overhead to the system that you usually try to avoid for a server.
