Notification: "WindowTitle" is now ready - why does it say that?

From time to time when I launch a program or in some other ways cause a window to be opened, Ubuntu does not show me the new window. In stead, a black notification rolls up from the bottom of the screen saying "WindowTitle is now ready". WindowTitle being of course the name of the new window. I then have to either click the notification or alt-tab until I can see the window.
Why does Ubuntu do this? I find it quite annoying. Why does it show me the notification in stead of the new window? Is this supposed to be useful?
