What are the requirements for a good bug report here?

This is my first bug report: #197414 .
I think it is completely clear but none of the developers paid attention to it, it's importance is not even decided yet :( . If you want me to create a patch for it - I would. I'd do everything, as long as you just stop ignoring it. It requires the developers to do a very simple thing: to replace the old /etc/X11/xkb/symbols/bg with the new one, the country standard.
Let me know if there's a problem with anything.

Go ahead with the patch. Create it and add at the bug page.
