Where is the Package manager and where is Wine

So I am using 12.10 and can't find the Synaptic package manager Nor can I get Wine Installed . . WHY ?
I had to install the main Menu so I could see and check off things I want in the menu . .

As far as I can remeber since Ubuntu 11.10 (Oneiric) the synaptic package management program is no longer part of a default install.
It still can be added easily:
Either open software center, seach for synaptic and install it,
or open a terminal (ctrl-alt-t) and issue the command
sudo apt-get install synaptic

And for wine:
are there error messages when you try installing it? If yes, please provide the exact text.

I finally found it in the software center and installing it now . . And after that I will get wine installed so I can run Quicken for my money haha what little I have
