Is it possible to change VNC settings on a pc remotely?

I think our IT administrator has VNCd me without requesting my permission. Is it true that with windows vista there is no way I can be vnc d on without being notified by my pc?

Rachel,
   Are you using Ubuntu with VNC server(Desktop sharing) or are you using Vista and this question is about Vista?
