Go to here:
http://packages.ubuntu.com/hardy-updates/vlc

You'll need to download the appropriate .deb file, put it on a disk (e.g. a memory stick), transfer it across to your Ubuntu computer, and open it there, which will let you install. That's the easy bit.

The tricky bit is, you'll need to do the same for every other package it needs, in reverse order (you can only successfully install one package if all those it depends on are already installed). So you need to go down the list of packages on that page, find which of them you haven't got installed on your Ubuntu system already, and download them. Then you need to do the same with their lists of dependencies.

Unfortunately, the packaging system is kind of designed in the assumption that you have internet access. I would suggest that you try to give that computer internet access, at least just until you've got all the programs you want set up.

(If you're going to want to install things regularly without an internet connection, you may be able to work out a way to prepare lists of all the packages you need and download them automatically. But it wouldn't be worth it if you just want one program).

Hi.. I'm from Indonesia, so I'm usually using this site to download from internet then install them to my computer at home.
http://labs.fajran.web.id/p/apt-web/

You only need, just type the packages you want to install... e.g: vlc, then the output will tell you all the packages you need to install the vlc including where to download them.

Have a nice try...
