why is the 'report a bug' link hiding from me?

i want to report a bug in the latest vlc build. i searched for similar bugs. no report bug link there.. i selected the ubuntu project. only a report bugs howto wiki readme link there. why do you hide the report a bug link from launchpad users? what kind of user interface is this?

ubuntu-bug vlc

to start the process.

It's recommended to run apport-collect 947237 in order to collect sufficient information for developers.

Vlc is using libavcodec*, verify if it's installed.

Also verify installation of gstreamer0.10-*
e.g.
gstreamer0.10-plugins-ugly
