vlc menu disappeared

The VLC menu is clearly visible at the top of the provided PNG file: Media, Riproduzione...

Please clarify what your problem.

but there is not the "x" button to increase, decrease etc the window

The system menu is provided by the window manager, not by VLC.

On KDE, you can reach the system menu with Alt+F3. Then you can disable full screen mode from Advanced -> Full screen mode. The procedure depends on your window manager.

ok but this is a bug, since this is not about a fullscreen problem.

The fullscreen mode is working correctly

The fullscreen problem is gone away with some updates (maybe)

I'll reopen if the problem will represent.
