You will need to download the debs separately and install them, then satisfy deps as the package system tells you what it needs

You can also use a web accessible system to download the debs and then use aptoncd to make a pretty install method but its just some glossy crap for copying debs over and installing them.

Its easier to just get the system connected and install it using the normal way, you clearly have access to internet connectivity as you posted this.
