Remote Desktop Viewer No Scroll Bars

Remote desktop viewer program: When I change to fullscreen while connected to another computer the scroll bars disappear. The display size of the remote computer is larger than the local computer so this leaves no way to move around the remote display. The display also shifts to the upper left hand corner of the screen of the remote computer. Is there any way to get the scroll bars to display? This worked correctly in Ubuntu 8.04.
