Problem upgrading from 9.4 to 9.10

I am trying to upgrade from v9.4 to the latest version 9.10 (Version 4 is fully up to date). I have tried upgrading by using the update manager, but the system keeps displaying the following message: .

"Could not download the release notes. Check your Internet connection".

I am fairly new to Ubuntu and would appreciate some guidance please.

Please download the alternate cd iso image and try to upgrade from it: https://answers.launchpad.net/ubuntu/+question/87309

Then if you want to have an Ubuntu 9.10 live install cd please download the iso image then burn it onto a cd using the torrent files here: http://torrent.ubuntu.com:6969/

go into system sources and change server to US, make sure the only use canicoal servers is selected
