Upgrade issues

I want to start using a PC that I bought with ubuntu 9.10 installed, a PC that I have not used for a long, long time. I tried to update to the latest version of Ubuntu but couldn't as I don't have the adminstrative password anymore. The seller provided it to me but frankly I forgot it.

Is it possible to simply install the latest version rather than trying to upgrade? I have already copied the data on the PC.

Yes, just tell the installer media to use the entire disk and it will wipe everything off the physical disk and install Ubuntu as the only OS. I suggest you install Trusty as it is LTS and supported til April 2019.

That didn't work.

What I did instead was change password at root level. Then with the new administrative password I upgraded to version 10, then 12, then finally to Trusty!

While this worked, I'm sure there is a faster, easier way to do it!

There is a faster way. You must download Ubuntu 14.04 ISO. Then boot to DVD or USB drive, whichever you choose. It will give the option to have a single boot or dual boot, according to how you partition drive. Then it will install.
