Alt + F2 Not Working

The Run Application pop up does not come up when I hit Alt + F2. I'm thinking maybe this is why I am unable to upgrade to 11.04.

10.10 and Notebook

Please press ctrl+alt+f1 then made login with your user and password

Then type:

sudo apt-get update
sudo apt-get upgrade
sudo apt-get dist-upgrade
sudo apt-get install update-manager-core
sudo do-release-upgrade

To try to upgrade to 11.04 using terminal...
