load speed on ubuntu 18.04

after full installation of ubuntu 18.04 on my Dell Latitude E6400 with 4GB Ram . once i log on to ubuntu it take almost 4-5mins load, once it loads it takes almost 2-3 mins to load an application. I enable addition drivers . plus navigating tabs on chromium takes a very long time too. please kindly assist.

Test your RAM using Memtest86 from GRUB.
If you boot to the Ubuntu install media you can fsck your hard drive to make sure the files are consistent and correct.
You may want to grab a copy of the Ultimate Boot CD (free) and run a test on your hard drive at a low level.

I am assuming you are not using an SSD.

You may want to check you have the latest BIOS

Take too long to load. I revert to 16.04 Ubuntu.
That solved my problems

Not using kernel 4.15.0-24 may have solved the problem
