Window opens in upper corner under panel, wont move

The windows open in the upper left corner of screen under the panel. I have to move panel out of the way to see the menu bar. I also cannot resize the window. I have Xubuntu and XFCE, although I changed something. I also have no buttons at the top of the window which has an X button, max, and minimize button. They are missing.
