Stop the F1 function key from opening a Ubuntu help window in Ubuntu 18.04+

I would like it if the F1 button did nothing at all.
As an aside, I have trouble imagining a power user wanting such rapid access to Ubuntu Help; nor can I easily imagine a non- power user thinking "ah, I can't figure out how to make this computer do music, but I do recall from my my days using computers in 1995 that F1 is the button that will summon a help screen." It's a very strange design decision to have made.
Please provide some mechanism by which the Ubuntu Help hotkey can be disabled. The old methods for disabling it no longer works as of Ubuntu 18.04.
