when turning on the computer it takes a couple minutes before the mouse and the keyboard become active so I can log in.

WhenI turn on my computer I am asked to pres F1 to continue or F8 or F9 or Delete to perform other things. Once I hit F1 the log in screen appears but the mouse light doesnt turn on and the mouse doesn't work and the keyboard does not work for about two minutes. Also the log in box is not visible untill I hover the cursor over it which I can't do untill the mouse finally turns on.

12.04 LTS and I believe I'm running in the Ubuntu 2D mode

No, the PC itself be it a laptop or desktop.

it's a Pentium, instead of a tower it's almost cube shape: 11 1/2" wide by 10" tall and 15 1/2" to the back, it says something about Bios when I turn it on.

Have you tried setting the USB to legacy mode in BIOS

I went to the Bios set up page and I found some places where it referenced USB but when I tried to change things there was nothing that said legacy. How do I set the USB to legacy mode?
