Is "backportpackage" available somewhere on Lucid?

I was about to get my hands dirty as instructed in LP issue sumary #1006803 but I found that backportpackage is not present in Lucid's ubuntu-dev-tools. Is it missing in Lucid or it needs backport? :)
Issue summary assumes it's on my PC, but I found no Lucid "backportpackage" binary.

The backport is how to get newer versions of apps in an old release, it's not a binary itself.

In the linked issue, theres a paragraph:

You can test-build the backport in your PPA with backportpackage:
$ backportpackage -u ppa:<lp username>/<ppa name> -s natty -d lucid gpxviewer
</quote>

It mentions a backportpackage binary, IINW. That binary is not available on Lucid.
