why are torrents marked stalled in transmission

Why have i got torrents in transmission marked as stalled, and can i undo this?

A torrent marked as stalled when it has no seeders or leechers at all. Then marked as stalled and waiting for some peer to connect.
This is no problem.

The problem is , when you cannot download or seeding anything ? Do you have a problem like this ?

If not then you can mark the question as solved.

Cannot download anything, not even the ubuntu 13.10 iso, could it be the ISP blocking torrents. Direct downloads are okay.
