Transmission - cannot create torrent files

I'm trying to create a new torrent file in Transmission 1.93 (10621), but cannot find the "create new" option referred to in help files. Am I able to create torrent files in this version? And if so, how?

Transmission 2.04 (11151) have the "Create new" option please tell the release of Ubuntu you are using...?

In 1.93, the torrent creation command is "File > New" from the menu.
