In console write:

$sudo apt-get install gstreamer0.10-plugins-ugly gstreamer0.8-mad gstreamer0.8-misc

What happens when you try to install those packages? Assuming it goes OK, what happens when you try to play an MP3 with Totem?

Please also try:

$ sudo apt-get install gstreamer0.10-fluendo-mp3
