Maybe bug in thunderbird package?

By default Thunderbird uses Western (ISO-8859-1) for de/-encoding of Messages and Attachments. While this is not a big issue most of the time, it starts to be annoying when you safe attachments that you need to be encoded in UTF-8. Since UTF-8 is the Systems default, shouldn't it become the default in thunderbird too? So the question that arises is: Is this a bug or intended? I found the same Problem in redhat solved 2008. https:/
