@actionparsnip: artful is the codename for Ubuntu 17.10 see https://wiki.ubuntu.com/Releases

@cpatrick08: The home page of syslinux http://www.syslinux.org/wiki/index.php?title=The_Syslinux_Project and download directory https://www.kernel.org/pub/linux/utils/boot/syslinux/ only tell about 6.03

6.04 is in some kind of prerelease status, and that is not what Ubuntu is taking for its packages.
If syslinux 6.04 is officially published before Ubuntu 17.10's freeze dates, then it will perhaps be packaged for it.

Then I suggest you report a bug. Artful is not even remotely ready. If there are significant reasons to upgrade the package then it will be brought up to date
