software center and update manager keeps crashing and can't use "sudo apt-get install" without an error

if i just try to open the ubuntu software center it crashes but if i open update manager it reels out the error below:
'E:Encountered a section with no Package: header, E:Problem with MergeList /var/lib/apt/lists/ng.archive.ubuntu.com_ubuntu_dists_precise_main_binary-i386_Packages, E:The package lists or status file could not be parsed or opened.'
Also if try to use the "sudo apt-get install" command it brings an error related to this. Please help, i really need to get some work done now.

chmod +x ./fixpackage
sudo ./fixpackage

Should sort it
