Can not remove application from Synaptic Package Manager

I've tried to remove the chromium browser as it does not seem to play well with the new 11.04 yet. anyway it will not remove from the synaptic menu, the apply button is not available even as admin. Even using apt-get --purge remove, apt-get autoclean or gtkorphan. It shows as not installed but can not remove from menu.
When digging through the info on it, it shows.
Package: chromium-browser
State: not installed
Version: 10.0.648.205~r81283-0ubuntu1
so I know it's not installed but can not remove it from the Not Installed (residual config) area

Did you originally install it through synaptic (or another package manager)?

Try marking the chromium-browser package for installation, then apply. Then, try and remove it.

The package was originally installed with the Ubuntu software center, but today I inadvertently found a "work-around"
While in the Not installed (residual config) section marking them for complete removal, the apply option is not available BUT if I leave them selected for complete removal and add a package (any package) for installation the apply button becomes available. When clicking the apply check-mark the selected package is installed and the packages selected for complete removal are completely removed
