unable to start startup-manager

There is no way to start up startup manager. there is no link to startup manager in any on-board help file either.

Could you open a terminal and run:
   startupmanager

Startupmanager isn't installed per default, it's in 'universe' repo, so you won't find it in dash or via terminal.
It isn't actively developed any longer and dead.

Instead there is grub-customizer which supports latest Grub.

Filed a request to remove startupmanager from repos and replace it with grub-customizer. Bug #886640
