How to install latest 3.1.3 on Yakkety?

It is possible to wrap 3.1.3 somehow to be installable on Ubuntu 16.10 and 16.04 so that people can eat the fresh meat?

If you report a bug then the package may be updated. Add the bug and security fixes in the new version.
