I was using software-properties-common 0.96.20.6. Is this deleted ? I couldn't download it

The version 0.96.20.6 was superseded by version 0.96.20.7 (which in turn has already been superseded by 0.96.20.8) and is not available any more.
Why do you need this specific, outdated version?

I was using 0.96.20.6 and when it got removed, my docker images no longer could find the package and fails.

Anyway, I updated it to the latest version. Just wondering whether we should be manually updating the version whenever a new version supersedes the old one.

I updated it to 0.92.6.8. Won't have any issue until this is removed and superseded by new one
