Ubuntu 10.04 LTS has been out of support since April 2015, and you should really move on to a new version. What you are experiencing is one of the multiple issues you will find because of this.

On the other hand, if you have a working copy of Ubuntu you don't need to create a new installation disk to upgrade if this is a problem. Open a terminal and type:

sudo do-release-upgrade

And the system will update to the latest version of Ubuntu available.

I suggest you wipe the install off and do a clean install of Xenial. Xenial is LTS and supported til April 2021. You can restore your user data from your backups.

The Ubuntu release on your system (10.04) is so old, that even the LTS version after it (12.04) is already not supported any more.

Even if there exist some workarounds to upgrade from an outdated release to a newer (also outdated) one, in my opinion this does not make sense at all.

My suggestion is that you create backup copies of your private files to an external medium, and then install Ubuntu 16.04 to your system, overwriting the outdated installation. Finally you can restore the files that you want to keep from the backup.

Further comments:
The installation kit for Ubuntu 16.04 is too big to fit on a CD, it needs a DVD.
On https://www.ubuntu.com/download/desktop you find information how to create a bootable USB stick with the installer (if your hardware is capable of booting from USB devices).

In case you are going to do a fresh install and find out that booting from USB is not an option (it's possible if your hardware is old) and the regular ISO does not fit a CD and you can't burt a DVD you can always use a minimal install ISO, which is only around 50 Mb:
