Before Ubuntu, I had a Skype acct for video conversations and low cost telephone use. Is there a Linux program available to connect to SKYPE?

I am not reporting or inquiring about a BUG. I am asking about a program that will enable me to connect to SKYPE.

Yes, there is a Linux program available to connect to Skype. It's Skype. You can either add it from the Software Centre (at the bottom of the Applications menu) which will be a slightly older, but stable version, or download and install the .deb file for the latest beta version, which may have some newer features, but also some more bugs, from the Skype website.
For a 32-bit computer:
http://www.skype.com/go/getskype-linux-beta-ubuntu-32
For a 64-bit computer:
http://www.skype.com/go/getskype-linux-beta-ubuntu-64
