On your profile page, click the dull yellow pencil icon to the immediate right of the text "OpenPGP keys:". Then click "Learn more about OpenPGP keys". This provides instructions for creating OpenPGP keys in Ubuntu.

However, while I'd encourage you to sign the code of conduct (provided, of course, that you do agree to it), you should know that it is not necessary to sign the code of conduct in order to get help on Launchpad, nor is it necessary to sign the code of conduct in order to report a bug.

To get help, or if you're unsure if you should ask a question or report a bug, you should ask a question, like the one you have just asked (but you should ask a separate one, since whatever problem you're experiencing is a separate topic from how to get OpenPGP keys and sign the code of conduct).

Before you report a bug in Ubuntu, you should read https://help.ubuntu.com/community/ReportingBugs carefully.

Can you help with this problem?
