Why bug fix release isn't updated to mainstream

I know 1.8 for xenial is a perfect fit. both are LTS releases, but 1.8.7 is outdated from upstream which is in 18.14 from july 18th, AFAIK ubuntu can update to minor release packages. Why is this outdated.

I know that it's about developer's time, so if you teach me or give me some hints to update this package i will be glad to help.

In the other side what is the best approach to use a LTS version of django in lts version of ubuntu.

I suggest you report a bug. If the bug and security fixes are significant then the package will be updated sooner rather than later.

In Ubuntu, unless there is a significant reason to update a package then it is left. This is especially true in the LTS releases where stability is champion over new versions.

Ubuntu is not a rolling release so yes, packages will get "outdated" but as long as the version is still supported by the maintainer then this is fine
